Tom volunteers to join several state-wide committees to evaluate and develop the latest surveying technologies, including ideas on how to incorporate technologies such as 3D scanners and drones into PennsDOT’s process. ..

Tom is respected by his peers within the district and throughout the state.

Melissa Kiessling is the District Plant Maintenance Materials Coordinator. In this position, nine counties in the district in procurement and inventory management by monitoring winter materials in the district, managing the district’s salt stockpile, and providing weekly tracking reports during the winter to maintain costs. In addition, she analyzes the contract to make sure it meets the district’s goals. This requires analysis of systems, policies, and the ability to predict future needs.

Melissa is the liaison between the central office and the county organization in the district for procurement and inventory management. She was essential to procuring the first pipelining maintenance contract in the district. This required extensive coordination with the central office, learning the new Jaggaer system, and educating the vendor community.

According to PennDOT, Melissa is respected throughout the state for her knowledge of purchasing and sourcing and participates in several committees that assess opportunities for improvement in various areas within the department.

Melissa creates a map with a maintenance IQ. This helps districts track periodic and departmental maintenance goals, in addition to training district users in all regions.

PennDOT said her intuitive and innovative approach to work has improved the district’s procurement and inventory management procedures.

The Star of Excellence Award is awarded annually to employees who represent the value of the department’s service, performance, and integrity.
