Pittsburgh (KDKA) — Mayor Ed Gainey will announce an action plan as gun violence surges in the city of Pittsburgh and a long and hot summer comes.

Police have long claimed that a small number of criminals are responsible for most of the violent crimes. Gainy’s plan targets that violent minority. People like Ronald Steve who have been accused of killing three people on New Year’s Eve. He is also suspected of at least two other murders.

Later this week, the mayor announces plans to drive people like him out of the streets before people like him commit other acts of violence. This is called a “concentrated detergent”.

“Focus deterrence identifies a small number of highly violent individuals whose activities trigger most of the violence in our city,” Gainy said.

This is a strategy adopted by cities across the country and involves reaching out to these violent people and offering a choice of carrots and sticks.

“If they don’t stop gun violence, the criminal justice lever will make every effort to get them out of the street,” said David Harris, a professor at the University of Pittsburgh. “But if they want to stop this violent activity, they will be provided with other kinds of support, whatever they may need.”

Harris, a member of Mayor Gainy’s community health and safety transition team, said suspects could choose a new life instead of prosecution, probation restrictions, and prisons.

“Do you need a place to live?” Harris said. “Do you need more vocational training or education? Do you need a job?”

Critics may say that this spoils criminals and rewards bad behavior, but Gainy said other tactics didn’t work. The mayor praised KDKA-TV’s recent discovery that traffic outages have decreased by more than 50% in the city and about 70% near colors.

The mayor said “intensive detergents” would be targeted while other approaches would unfairly round up innocent people.

“This approach also makes it possible to attack the root cause without repeating the mistakes of the past that hit nonviolent actors, but often fails to catch the major perpetrators,” says Gainy. I did.
