Lime citrus tree, growth tips, health

Hello Sue, a few years ago, I bought a small linden tree. When I bought it, it was full of flowers and small fruits, which continued to produce golf ball-sized limes throughout the summer. Last year it bloomed dozens of flowers and produced very small fruits, all of which fell when they were marble-sized. Last summer, there were no flowers or fruits. I live outside during the summer and bring it in when the temperature starts to drop. It’s been two months since I turned on artificial lighting in the basement, but suddenly the buds were full. The idea of why this is happening now, even though it didn’t bloom all summer, I was ready to give it up. By the way, I live in Bucks, just north of Philadelphia, Pennsylvania.
